Public Sector Undertakings (PSUs) in Kerala

Since they operate without a primary focus on profit, public sector undertakings often emerge as saviors of the economy during times of crisis. The government controls the operations of these public sector undertakings, enabling it to intervene—both directly and indirectly—with social and economic objectives. Even as the private sector expands significantly, public sector undertakings continue to play a vital role in Kerala's economy. Public sector undertakings in Kerala fall into two categories: those where the Union Government holds the majority share and those where the State Government holds the majority share. According to recent reports by the Comptroller and Auditor General of India (CAG), Kerala has 130 state government PSUs, comprising 115 functional and 15 non-functional enterprises. Four of them are statutory corporations. Eleven units in Kerala are joint ventures between the State Government and the Central Government. Major public sector undertakings in Kerala include KSRTC, KSEB, Kerala Water Authority, Kerala State Beverages Corporation, Kerala State Financial Enterprises Ltd., The Kerala State Cashew Development Corporation Limited, Kerala State Housing Board, Kerala Tourism Development Corporation, Kerala State Civil Supplies Corporation Limited, and Kerala Minerals and Metals Ltd. 52 public sector undertakings operate under the Kerala Government's Department of Industries and Commerce and the remaining PSUs under various administrative departments. The PSUs in Kerala are working as manufacturing and non-manufacturing domains. The manufacturing sectors include agro-based industries, automobiles, chemicals, electricals, electronics, textiles, ceramics, wood, coir, distilleries, and steel. The non-manufacturing sectors comprise traditional industries, trading and consultancy, and infrastructure development.
